From the KPI Department of Artificial Intelligence and the Glushkov Institute of Cybernetics — to a developer of national-scale government information systems

I had a passion for technology from an early age. A systems engineering graduate, I was teaching Artificial Intelligence at KPI by 1991. But times were hard — I had to leave the department. Only one in ten of my classmates managed to work in their field. To stay in IT, Alisher Ramazanov and I founded Softline in 1995. Yuriy Syvytsky joined a little later.
The first contract was automating an agro-industrial exchange. We literally lived in a back room behind the trading floor. The project was risky — few wanted to take it on. We took the risk — and it worked. Even then, working with Ukrposhta, we understood the key thing: code is not the main thing. Understanding how an organisation works is.
In 2009 the R&D Institute "Ecotech", founded by specialists from the Glushkov Institute of Cybernetics, joined us. The institute had worked exclusively on military projects since the 1990s — these competencies enable us today to fulfil orders in the security and defence sector. Softline's history is part of the history of Ukrainian IT as a whole.

Among the exchange participants a second client emerged — Khlib Ukrainy. Then came Ukrposhta, where we understood: code is not the main thing. Building a model of how the organisation works is.
In 2000 — international investment and expansion beyond Ukraine. In 2002 — the first national-scale systems. In 2009 — restructuring and joining Intecracy Group, gaining access to a shared technology platform and an expanded pool of engineering expertise.
2013 — NATO. 2014 — volunteer UAVs for the ATO and participation in building state registries. Then — UnityBase Defense, the classified IAS "Personnel" system for the Armed Forces, and continuous operations during full-scale war.

Continuity of critical government and defence systems
Softline has operated under this name since 1995 and is the owner of a registered trademark. But in 2002 the Moscow company "Softline-Direct" LLC used cybersquatting to seize the domain softline.ua and began operating in Ukraine under a foreign brand.
Using the already well-known name, the Russian entity sold computer hardware and Russian software, engaged in dumping, displaced Ukrainian developers and made government agencies dependent on Russian software.
We immediately initiated legal proceedings. However, due to imperfect intellectual property legislation they dragged on for years. The clone constantly changed its legal entity to obstruct the process.
