How we ensure predictable outcomes
Standards, processes and methodology that enable complex projects to be delivered on time with controlled quality — including under full-scale war conditions
Verified quality
Our compliance with standards is confirmed by independent bodies. Not declared — demonstrated.
Process maturity level 4
The first company in Ukraine to receive CMMI level 4 assessment. Processes are not merely documented — they are measured, analysed and improved based on data.
ДСТУ ISO 9001:2015
Implemented quality management system covering the full development cycle. Processes are measured and continuously improved. Regular external audits confirm compliance.
SSSCIP: assurance level G-3
Software products have passed SSSCIP state examination. Level G-3 is the maximum for systems processing classified information. Authorises deployment in the public sector and Armed Forces.
State secrets clearance
Special SBU permit to carry out activities related to state secrets. Enables work for the Ministry of Defence, Armed Forces and other security institutions.
Cryptographic information protection
SSSCIP licence for development, production and use of cryptographic systems and protection tools. Enables QES and encryption implementation in government systems.
Software producers registry
Certificate of inclusion in the State Registry of Software Producers and Distributors. Confirms status as an official producer and the right to participate in public procurement.

Quality is not a document — it is a way of working
A complex project is not just code. It is managing requirements, risks, expectations and change. Without a structured process even an experienced team can lose control.
Our quality system is built on a simple principle: the client should see progress and control every stage — not after delivery, but throughout the entire project.
Meeting the real need
Not formal spec fulfilment, but understanding the real task behind it
Controlled architecture
Single UnityBase platform, proven approaches, transparent decisions
Data-driven improvement
CMMI 4: processes measured and improved on metrics, not intuition
Client partnership
Transparent communication, regular demos, joint decision-making
What a project looks like from the inside
Analysis
Survey, requirements gathering, task and acceptance criteria formalisation
Architecture
Solution design, approach selection, agreement with client
Implementation
Iterative development, CI/CD, code review, automated tests
Deployment
Rollout, integration, data migration, training
Support
SLA support, monitoring, updates, development
Agile within clear enterprise boundaries
We use Agile practices within a clearly defined scope: iterative development, regular demos, rapid response to change — within agreed timelines and budget.
For the public sector and enterprise: the client sees results every 2–4 weeks and can influence priorities — but the overall plan and budget remain under control. Flexibility without chaos.
2–4 week iterations
Regular demo of working functionality to the client
Change management
Changes with scope impact assessment — a normal part of the project
CI/CD & Code Review
Automated testing, build and code review on every change
Retrospectives
Process analysis and improvement based on metrics after every iteration
Security is an architectural principle, not an afterthought
Softline designs systems with security requirements from the first line of code. Experience developing for the Armed Forces, SSSCIP and classified systems has formed a culture that extends to all projects — including commercial ones.
We are the only company in Ukraine combining CMMI 4, ISO 9001 certification and state secrets clearance with a proprietary secured low-code platform.
CSIP design from scratch
CSIP as part of the specification, not a retrofit after delivery
QES and cryptographic protection
Licensed development of QES, encryption and cryptographic protection for government systems
UnityBase Defense
Platform version with enhanced protection for the security and defence sector. SSSCIP conclusion G-3
Penetration testing
System security verification via penetration testing methods before production launch
We continue operating under full-scale war
Since February 2022 Softline's critical systems have not stopped once. This is the result of decisions made in advance: geographic redundancy, one-hour recovery, team in Ukraine.
The team continues development and support for government clients and the Defence Forces. Most engineers remain in Ukraine working on standard schedules.
Critical system outages
Govt and defence systems continuously operational since February 2022
Years under active combat conditions
Development, support and new projects — without interruption
Infrastructure redundancy
Geographically distributed backups, one-hour recovery
SLA for critical systems
24/7 support for Defence Forces systems and government registries
What all this means for your project
Transparency
You see progress at every stage through regular demos and reporting
Predictability
Timeline, budget and scope are fixed. CMMI 4 means measurable processes, not a declaration
Security by default
Information security from day one. Licensed cryptographic protection, CSIP, state secrets
Continuity
30 years without changing the core team. Systems from the 2010s still maintained by the same company
